In a large pot combine tomatoes, tomato paste, and drained beans together. Add chili powder, cumin and oregano. Heat on low.
In a separate pan sauté garlic, jalapeño, onion, and green peppers in olive oil until tender. Add in ground meat and cook until brown.
Add meat and vegetables to tomato sauce and serve. Add a dollop of sour cream when serving if you like.
